Lowering the frame

Default Lowering the frame

I've gotten ahold of a F2 rolling frame that I've been slowly rebuilding. I'm doing an ok job so far but I can tell that I'm a tad shorter than the previous rider by the height of the seat when I straddle the bike. Is there any way to lower the frame by about a half an inch so I don't have to stretch as much when I try to touch the ground? Is it the kind of thing I will be able to do myself or will it require me to take it to a shop?

i make an adjustable lowering link for the rear. and front just slide the forks up a bit. but not too much
