Yes I will take the fairings off the first chance I get.
I know how to do that from my first f2 so it shouldn't bea problem.
And I'll try to give it a good cleaning. I have tar remover for car paint. Will it work for my bike?
Yeah the owner also told me that if I wanted to start the bike asap, I could just poke something through the jets.

I would also say that the very first thing I do when I get a bike is pull the fairings off and clean them up good. I use goof-off on any spots that don't come off with soap. Sometimes that stuff will pull of stubborn stuff (or alcohol might work too - not the kind you drink hahaha). Once you have the plastics off clean both outside and inside. If there are cracks, I ALWAYS hit those spots on the back side of the fairing with a product called Plastic Weld (it is a two part epoxy)they claim it bonds to most plastics. I spread it on nice and thick and sometimes reiforce it with mesh on the back. You'll also get an idea for any hidden damage (hopefully none). It would be at that time that you probably want to lift the tank up and get at those carbs. I understand this probably wont be until you find a new place. Maybe you can find someone who would help you clean the carbs. I know that most people who have ever cleaned a carb would be willing to help you do this. Get a can of carb cleaner and if you can find a thin guitar string those are pretty handy for cleaning jets out. Once your jets and needle/seat are cleaned out I'll bet that thing fires up.

I talked to the seller today and he has already sent me some carbs from another f2 and a front rim.
It's coming via UPS and I should get them Tuesday.
I'll keep you all posted. The carbs are clean, he soaked them but they need tuning/syncing

Should be able to sell the old carbs and rim if you wanted to - that would help recoup costs.

Update: I just pulled off the tail, lower and middle fairings today and took out the battery. It goes on a tender.
I checked the frame of the bike and it appears untouched.No dents, no bends, although I'm no expert.
The rest of the bike looked okay, the engine looks old but then again it's a '91.
I can't see any leaks from any of the seals so that's good.
I got the two side doors, the fairings in the middle of the bike that display the engine and that have two screws each....I have those at home now and I'll be sanding down some of the rash and putting touch up paint.
Also, those black paint splotches came off with the scrape of a fingernail, so hopefully I can get all that off too.
The chain is toast...but I'm hoping the sprockets can stay. The teeth in the rear sprocket aren'thooked....just dirty.

I have almost all the plastics off the bike at my parents house.
I stored the plastics securely so no one walks off with them.
This way I can come to the bike on my days off and just get to work cleaning and stuff.
Until I get money to do any actual work on the bike, like the carbs etc...I'll just focus on the cosmetics!
