Default Brakes pulsating

Ok, so I removed my brake discs to paint my rims repsol orange LOL. Big mistake. I took off the 15+ year old rotors and with it, pieces of round paper like insulators tore off. I tried my best trying to place it back in between the rotor and rim. Now when I apply the front brakes, the bike's brake pulsates. I almost feels like a bent rotor. The motorcycle lurks forward and back when coming to a stop. It's horrible and super annoying. Would the paper insulators have to do with this problem? Or did I install the rotors backwards or swap the left with the right disc. What would cause this sort of problem?

did you re torque bolts evenly? you also may have installed rotors backwards...i dont think the paper spacers would do that... when you get a pulsating that mean for one reason or another that the rotor is out of round.. i would start with switching the rotors and re torque bolts evenly to proper spec..

Did you get paint on the part of the wheel where the rotor sits? A few thousanths of paint can become quite a bit of deviation out by the pads.

remove those paper things and lightly sand the paint to bare metal
