I'm not sure what you could be doing wrong other than mounting the caliper wrong. The pads are supposed to be held somewhat in place by two clips on the calipers and the ins at the top of the pads hold them in place. I think you are getting the clips either messed up, ir sitting in the bracket wrong, causing the pads to bind. Did you press the caliper pistons in correctly?

That sounds like your calipers are sticking. They may look fine on the outside, but if any water/moisture got into them on the inside, rust could have formed and it may be holding the caliper piston up. If you know what you're doing, take the caliper apart and inspect them for rust or pitting. If they're fine, put in some new seals and test it out.

A little rubbing is normal as long as the wheel still spins easily. Calipers never really retract the pistons, but just sort of release, allowing the pads to pull back just enough to keep the bike from slowing. If you ride around the block and never touch the front and then recheck, the wheel should spin free.
