Pull the tank off of the bike (keeping the vacuum line connected to the petcock) and open the valve, it should not flow any fuel, maybe a few drips.
Suck on the vacuum line gently (without inhaling, just pull air into your cheeks or you'll fall over and have a nasty headache) and it should flow a steady stream of fuel from the petcock outlet.
That's the best way to test the petcock, but instead of sucking on the vacuum line you can connect a longer hose to the #1 cylinder and test the flow with the tank on a bench by cranking the engine over with it connected.
