A starter that's going bad will use a lot more juice to turn, but it will still turn. When it gets hot the problem usually gets even worse.
if you can push-start your bike and it runs fine but you have a prob starting with the starter then -maybe- that's a sign that indeed it's going bad. Just make sure your engine is running well first before you start throwing parts at it.
