Default Not supposed to happen?

I don't think all the fork oil is supposed to shoot out the bottom of the fork when you take out the front axle.
Maybe I am wrong, but that just does not seem right.
Besides, that would mean that the other fork was empty all this time.

You are right. It's not supposed to come out when you take out the axle. There is a hex head screw that holds the fork tube in there that is probably loose, hopefully not missing.
Tighten that up and you should not have that happen again. The axle probably was holding the fork oil in. You will notice the hole in the bottom of the fork where you can insert a hex wrench. Tighten to 14 ft-lbs.

Not necessarily, maybe just means that the other hex screw is tight!

I figured that this was the case. I looked up the parts diagram in the service manual.
It was kind of humorous having fluids shoot out at you from a place where you don't expect them.
