If you don’t do the work yourself, you pretty much need to find a specialty shop.
I agree, my bike was one of the only carb bikes at the shop besides a few cb750s, everything else was efi but the guy said he had 30 years working with carbs, sometimes people don't know the extent you have to go for a clean set of carbs, almost every time they spray cleaner in the jets and air but all your doing is pushing that dirt deeper and its going to cause more issues, that's why they require a full disasembly, which most people dont feel like doing that so they will "clean" them and give them back and they will be junk.

I just did the fp test and got 200ml in 5 seconds, doing the math and converting it to oz is 6.763 oz x 12 is 81 oz per minute, the manual calls for 21.9 oz per minute is this too high or is it ok?

That’s odd. I’ve never seen one that pumped too much volume, let alone by a x4 factor.
Are you positive you have the correct pump?
Wether it will be good for the bike in the long rrun, I can’t say.

its a quantum pump, maybe i am doing the test wrong? I turn the key for 5 seconds and it produces 200 ml each time I do it

Kerosene is a good option. Seal the tank, dump in a quart or so, and sloosh around (technincal term). Empty, repeat. Rinse with some gas and hopefully it comes out clean.

The black stuff could be tank liner, which means your liner is breaking down. In which case you probably want to do a further clean. There are kits that supply a cleaner (some kind of acid, I think) and a re-sealer. They aren't expensive.

what are the benefits of resealing the tank? I plan on riding the bike year round and only plan on keeping it for another season or so

Biggest benefit is having a sealed tank. Otherwise the liner will keep peeling off and clogging the filter.
