could it be that it was gravity fed from the tank and it was forcing it through the channels? When fed it from a bottle it dosent leak

Gravity fed would not cause that

Stating the obvious here, but something just isn’t right.
I would tend to agree that you may have the wrong needle valves
Also, when adjusting the floats, the carbs need to be at the angle/position they are when mounted to the bike.

just took that into consideration, I mounted the carbs onto the bike and put a thin cloth below them and let the fp run and fill they bowls until it stopped and I waited 30 mins for any leaks and there was nothing but when I pulled the carbs and sat them level on the table they started leaking from the air needle.

Under normal conditions fuel will sit in a carb bowl until it turns into varnish.
Can you compare the physical characteristics of the new ones with the old?

the old were worn oem ones, I put a dynojet stage 1 kit into so the needles are different by alot since they have adjustable clip height

Found an issue in the carbs, they are filled with these black specs which I can presume is old hose and it has clogged everything.

Yea, that's not supposed to be there.
I think I misspoke last post. I meant to say compare the new float valves to the old ones.

the float valves are identical besides the old needles had a ring worn into the rubber
