Also if compression-tester that had bleed-valve near gauge, it will always read low. Because volume of hose between head and gauge is added to combustion-chamber volume. For more accurate readings, need to use tester that has bleed-valve inside tip of hose that screws into spark-plug hole. Then no additional volume is added to combustion-chamber.
If cylinders filled with oil... hmm, need to drain all that oil 1st. Don't need to wash really, just crank for 5-10s with plugs removed and it should blast all extra oil out plug holes.

Remove the plugs, then crank the engine a couple of times to drain the oil from the cylinders through the spark plug holes.
Then, if required, drain the oil - do not drain the oil and then crank the engine.

I mean leave oil in crankcase. Drain oil from cylinders.
Otherwise you’ll hydrolock engine when cranking and bend rods. Easy way is to remove plugs, pick up engine, flip upside-down and shake vigorously. That should drain most of oil from cylinders. Then crank starter to blow out rest.
