I just won this from ebay, and it looks good quality and the seller was very descriptive.
I've seen one other but was part of a spares stash to go with a bike on ebay a few months back.

Does anyone know anything about it? Manufacturer, headlights used etc.

Nothing at all on Google, which is exactly what the seller said.

 

Looks like a one off custom fiberglass piece. Probably hand made.
