Default Drain bolt broke off in water pump 2008 cbr 1000rr. Help!!!

I was in the process of doing a radiator flush when I finished the 4th flush with distilled water I went to reattach the hoses and tighten the drain bolt. I was using a digital torque wrench and set it to 9ft lbs of torque and tightened the bolt. And it snapped off. It must not have been calibrated or something or the bolt was weak. Is it difficult to take the water pump off to drill it out and will I need to drain the oil before doing so? I need to ride again asap so any help you be appreciated!!!

I had my 94 cbr 600's water pump off years ago. Pretty straight forward process. I would think you could drill it out while its still on the bike.
