old post i know. but the 2x4 under a car does the trick. i had the a valve stem rip shortly after a small time shop replaced my tire. bought a stem, used the 2x4 to break the bead just as in idodirt's link. was able to push tire down by hand and install new stem without breaking the bead on the oppisite side of the rim.

This will help seal if the plunger is leaking. If the steam is leaking at the wheel you will need to have the tire removed. Place some spit over the the stem and watch for bubbles.

Edit: Any bicycle shop will have the tool and new plunger.
