When I click on the link I can see that the original seal is still under the old race. The old seal is missing the rubber that is needed to seal the bearing. Every bike that I have worked on has the seals on the outside of the head tube. Did you replace the old race? You need to as it does not look healthy. I can see in the photo that you have a new race and seal. The oldrace is a bitch to get off. When you get it off, remove the old seal.

When you reassemble the bike, put the new seal on just like the old seal and then the race. The new seal goes on first with rubber up and then the race. The race needs to be fully seated in the down position against the race.

To remove stubborn races, I have used a die grinder and chisel to split the race to remove it.
