it’s not normal

it does sound the bike may be running rich, (too much fuel).

All good fresh fuel fixed it.

Starts, idles and runs fine.

Seem to have fixed if, think it was just old fuel.

Definitely running too rich , what was the elevation where You purchased the bike compared to where You are now...? That will help You in terms of how to correct the issue !!

Pull carbs and measure float-levels.
Also pull jets and measure their size.
It's not uncommon for POs to drill out jets in mistaken belief that more petrol would make more power.
