Default Starter Damper Replaced

Hi Guys
Been renovating 1987 CBR1000f and after finding a lack of engine turnover when the engine is warm I search the forums, it was then I came across the issue of the starter damper (clutch) so whilst the engine was out I replaced the offending object.
Having put the engine back in I opted to attempt and engine turnover before adding all the fluids and pipework, the starter motor spins freely but does not even attempt to turn the engine. So my question is do I need to add the oil to create a friction causing it to turn the engine or have I missed something, could do with some advice soon please I'm missing all this great weather we're having.
