got the same problem with mine ,the shims are squashed out all over the place ,the only purpose they serve is to stop corrosion between disimilar metals and possiblty a little insulation between a hot disc and the hub ,am very tempted to try a few thin fibre washers instead as most need replacing and the discs are as new except for the fact one looks warped but am sure its because its not pulling flat to the hub,you can get an awful lot of fibre washers for 25-30 pounds and probably do the same job when compressed

 

Grease proof paper would probably do the same job. I'm sure there's many other materials that would also do the job quite well as long as they stand up to getting wet. I think the conclusion from this thread is that they're not necessarily needed. THe genuine product is well conceived though and will do the job well.
After having my wheels painted last year I didn't replace them and have no shims fitted between wheel and disc. I haven't noticed any problems with this. No vibration or judder.
Honda want both arms and both legs for the privilege of buying their genuine parts. Sometimes you've got to, sometimes you don't.

Well a lot things have been stated about the shims and I am sorry I missed all the fun in between in this thread, but the main reason most all Honda motorcycles have a fiber shim gasket between the wheel hub and rotor is they are anti squeal/noise reduction. They have been added one way or another to many models since 1978 in one form or another.
They are a nonreasonant fiber but most any fiber or gasket material of like thickness will work just fine.

thought I'd throw my two-pence worth in

They are shims to prevent rattle but they are made of paper like textile to absorb any miniscule surface tlerances between the two metal surfaces. having one missing would create a 'gap' causing possible vibration and 1 floating bolt hole.
When fitting new discs do not forget these

do those twins come for left and right hand? think my right hand is getting worn!
whatever has been fitted to mine certainly does not seem standard as it looks about 1.5 milimetre thick and is not like a paper or gasker material ,will "have it off" over the winter and probably replace with a decent more suitable material ,i think what appears to be a slight warp in the front left disc is probably caused by the material not compressing evenly for all bolts as too thick,at around £2 a time for a paper washer,honda parts does seem a bit pricy to replace the lot ,when there are so many practical alternatives,if anyone has and unused one ,would like to know the dimensions of the original part so i can prepare some replacements ready for refitting ,..........spoke to the doc about maybe getting a younger woman ,he said it could prove fatal ,,,well so what !,if she dies ,she dies ,but what a way to go!

Here are the ones you need for left and right hand, colour coded for reference - either colour on either side but don't mix them
