Default Carbs

Hi everyone. I own a beautiful 93. Bought last year with 5k miles. Did some mods to it, the usual.. fork springs, yoshi exhaust, wrapped headers, corbin, dyna jet kit stage 1, led turns, k&n air, dunlop 208s . Everything looks and runs good, easy start, but some afterburn .The big question is that I bought some Ebay carbs with the air cut valves(ACV) installed, mine did not have the acv's installed. I think they are for CA EPA stuff, but not sure. Does anyone know if I can use them to stop afterburn popping? They look like they have vacuum lines, just not sure how to attach them to the bike. The Common service manual, haynes, and Honda Shop manual arent very clear. Any body done this before?
Thanks.
