You might try and use a battery tender. Leave it on overnight. See what happens. I use mine nightly for insurance

Battery is not being charged imo and that'd point to the R/R if the new battery is a
quality one without defects ( I've seen new batteries that are bad).

Hurricanes should fire on a well charged battery at full "choke/enricher".

Other than that - I'd start looking at the starter damper if it is doing this
under it's own new battery power.

no, it's turning fine. everythings apart and waiting on a friend with a torque wrench to tackle her in the AM. Battery is less than a year old, it's an agm from (the name escapes me, but Yuasa makes them). r/r is working perfectly. Wish I had a way to record it turning so you could hear but it's not labouring at all. I'll report findings when we get done tomorrow

That all sounds positive then, could point towards valve timing and maybe a good
carb cleaning especially the microscopic pilot jets being plugged up if she'd been sitting.
Next time you get her up and running maybe give her a good strong shot of carb cleaner
in the tank and run it through.

the carbs were surgically cleaned, and I checked again Saturday to make sure nothing came through and plugged something to cause the problem. I quickly checked 1&3 intake valves this morning as they are the easiest to time up and get at. They are so tight I can't even get a.002 feeler in there. Only 1 intake valve out of those 4 are falling in spec. Plan to dive into it this evening when the little ones are in bed

Well, those 3 valves were the only ones out of spec. This job, although scary for the first time for someone with very little engine internals experience is quite easy. I can break wind in front of that starter button now and it will fire up. Still a little bit finicky on cold start( not anywhere near the difficulty as before), but I have the carbs so out of sync from trying to balance them with the valves out that I'm quite positive a sync will do it.

You weren't too far off Hawkwind.... turns out my coil that feeds 2&3 was weak as well.
Starts and runs like a champ now, with the proper amount of choke on cold start
