That's a trailer stabilizer. You'd be surprised what kinds of trailers those cruiser guys will attach & pull.

I've seen a lady riding around here on a sportster that had a bolt on kit that adds 2 outboard wheels in the back, but leaves the main rear wheel as the drive tire.

I've googled and can't find any examples, but this one I've seen is definitely a bolt-on trike conversion.
