It does not. It is a fixed part of the "bike" and the engine, Citroen or Peugeot based, depending on size, sits mostly under/behind the passenger seats. Can carry four, rider, pillion and two in the sidecar.

Well, lets look at it this way.
Is a Can-Am a motorcycle?

Even if you need an MC license to ride it - I don't consider it one. It leans the wrong way and has too many wheels.
But that's my personal opinion regarding it. I'd say that all of those examples so far are in the same category. And I'm not saying that in a derogatory sense to where I look down on it. It's just different is all.
For the condescending "that's not a motorcycle", I'll save that for Ruckus'es (Rucki - plural ???) and other scooters/drunk bikes.

Interesting detail, the can am spider is considered here a three wheeler road going ATV and although the three wheeler vehicles (including conventional trikes) have their own category they are considered to be basically tractors and are therefore driven with a car license.
