Why do they put fenders on in the first place?

Well, here's a link to the MA motorcycle equipment regulations.
(12) Body Components.
(a) Fenders. Front and rear fenders shall be mounted over both wheels to adequately protect rider from road debris and water. All fenders shall cover the width of the tire and a minimum of 1/4 of a wheel circumference. Reject the motorcycle if fenders come in contact with tires or if fenders have sharp edges.

I love fenders. They hold my license plate perfectly, and even light it up! And they keep little stones and rocks from chipping my windshield when I drive behind other bikes in my car. And, even better than all that, fenders keep the road grime and chain grease from soiling the underneath of my tail section.
