Ok, I just noticed this post after your PM.
What style allen wrench are you using? L shaped or a multi-style flip out tool?
If the L shaped, can you put a small cheater bar on it? Those bolts are most likely loctited on as you don't want them to loosen.

i've tried both and the multistyle nearly began to strip one of them...bad idea!
you know i never relaly had good luck and then to try and fix the bike myself was just foolish cant get the damn stator cover back on properly either, lol

Ok, you have the cover in the house. Good start. I would call that the hard part!
Use the L style allen. Only one that fits snug! Otherwise, they strip and you are screwed!
You need to add a cheater bar to the allen if you are not able to do it with your hand. Find a small dia pipe or use a combination wrench and ghetto style:
You just need to break the loctite loose.
Try this and let me know!

Now, that is funny!
I know you have an oven! Put the cover in at 200 or so degrees for a little while to heat the aluminum. Aluminum expands faster than the steel bolts. Oven mitts and careful work and the bolts should come right out.
This will make you house stink and your roommates may no think it is funny. I used to powdercoat in ours. (Not healthly!) My roommates did not care because all we did was build cars and bikes and all the oven did was cook a pizza every now and again at 3am.
