Sounds like a sticky situation...
When I got my plate jacked I was told not to ride at all, cuz they can impound it for 30 days or some crap. Then I would have to pay all that $$$ to get her out.

I'm probably missing what you're saying and I'm no expert on this VP but I think you should be redirecting your efforts on the real responsible party: the Finance company not the seller. If they signed the title over to him without full payment I would think they are the ones responsible .. I don't think they're allowed to do that, are they? If they signed over the title to him doesn't that make him the owner regardless of he ever registers to ride it on the roads or not?

He worked for the dealership he bought the bike from, so when he financed it they just signed it over to him and wrote the leinholder on the title as well as his name. Well it turns out he never registered the bike the entire time he had it, so he never got another title with just his name on it. In other words, he technically didn't own the bike when he signed it over to me, so the tag office is requiring me to have the letter specifically from him saying it was paid in full.

I do agree with KB on this and I would explore this avenue until it plays-out or yields some true justice
BTW
one last thing you could try, to keep the bike on the road is see if you can obtain one of those wonderful black and blue credit card sized decals for the rear of the bike

The bank didn't sign over the title incorrectly...the dealership signed over the title incorrectly. I was just there today and asked them exactly why he had the title all along if he was the one who financed it and they said since they are a dealership they can do that, but it's his responsibility to take the tag to the registration and get it sent back to him with his name on it.

If the bike is insured, can't you call them and have their lawyers and endless resources work in your favor? Maybe they can track it down the way they can with titles.
