It's not too late as tickets are still available. I just bought mine a few days back and received them in the mail yesterday.
The city of Indianapolis is putting on a big bike party (Thursday night) in the Broad Ripple area of the city and also a stunt show type event on Meridian downtown. They really seem to know how to cater to events in the city (500, 400, formerly F1, Colts, Pacers, WNBA, Final Four etc) and Indy is really trying to host a noice event for the 1st bike race in 100 years.
The town of Speedway, where the actual track is, WAS trying to have a 3 day only, noise ordinance for all the 20,000 estimated bikers to shut us down. But they thought better of it and didn't pass the law.
Hopefully everyone coming to Indy for the first time will like it. I know it's not NYC, Philly, Dallas or LA but it's a cool midwestern city with a lot to offer.
