Best Free one for basic editing I have found is Irfanview.
Link here: http://www.irfanview.com/

I use it and PSP8, which is not free for my editing.

http://picasa.google.com

And they give you a free GB of web storage for photos - basic editing (Brightness, Contrast, Color, B/W, Sepia, etc.), but oh so easy to use.

GIMP...almost like photoshop...not quite as polished...but completely free and allows a TON of editing options...

NOTE: it's not for the faint-hearted...it has a lot of features....if you can use photoshop, you can use GIMP although I personally don't think it's as easy, but in a pinch, it allows you to do all the same things....

I'd just like to reiterate the top three choices for freebies. All of them very competent for doing what you are asking, though The Gimp has a learning curve to it.
Ifranview
The Gimp
Picasa

also, might not be important to you, but the second two I know for sure are linux-compatible(I am an Ubuntu user), and I'm not sure about the first one.

mspaint will allow you to resize them.

if you go to image>strech/skew you'll need to enter a % to change the size of the picture.

say if you pick is 640px wide and you only want it 200px. you do 200/640=.3125

You'd strech the horizontal and vertical(to keep the correct aspect ratio)by 31% and it will shrink it
