Take a look at FastStone: http://www.faststone.org/ It's free, does quite a bit. Not as much as PhotoShop, but quite a bit.

GIMP...almost like photoshop...not quite as polished...but completely free and allows a TON of editing options...
NOTE: it's not for the faint-hearted...it has a lot of features....if you can use photoshop, you can use GIMP although I personally don't think it's as easy, but in a pinch, it allows you to do all the same things....
