adjusting handle bars..

Default adjusting handle bars..

so my friend got a 93 f2 ALL STOCK last week. 6 days later, he has a 12 bar, 905 stunt cage, 58 tooth sprocket, n all that good stuff.. the only thing he DIDNT get are vortex clip ons... all he did was adjust the handle bars so its sticking striaght from left to right... that cannot be safe.. am i right??? i mean i rode it and stunted on it and it seems real sturdy.. but that cannot be good. btw he moved the handle bars up the forks so its not in the little grove..and he just tightened it as much as he can.
