Does anyone know what the running voltage should be at the battery?

 

I have replaced the stator and reflecter and put a new battery and still my bike only runs on 12.5 volts and it is running crazy ritch to the point that the spark plugs have become extremely Fouled and the exhaust gas in coming out cold can anyone please help ?
