Not so much a camera trick as such; more a camera effect.
At 24hz the movement in the water spout coincides with a camera running at 24fps. If you move the sound wave back or forward from there the water appears to be moving up or down.
Think back to those old black and white cowboy shows in the 60's, where the wagon wheels so often appeared to be going backwards. Exactly the same thing; so like I say, not really a trick, just a result of synchronizing the sound wave with the camera frame rate.
Not visible to the naked eye, but you could see it if you had a strobe/timing light running at the right frequency.
A similar example in a still photo. Note the shape of the wheels. As the early shutter blind has moved from bottom to top, the car has moved forward slightly giving a slightly elliptical appearance to the wheels.
