upon inspection of my bike after i got it, i noticed what appears to be a fuel line coming from the second from the left carb. its plugged with a screw, and a ziptie to keep the screw from coming out. did this used to T into the fuel like coming from the leftmost carb? what should i do?

Looks like it's coming from the intake manifold. It could be a syncronizer tab with a plugged hose instead of a plain plug.
