Ok here is a quick run down
1st pic - goes to your brake switch
2nd pic - the connector in your hand is for the headlight although a little hacked up the two in the background are for your horn

It sounds like your carbs are gunked and need to be cleaned. If its turning over and is trying to start but is getting bogged down that may be the culprit. But as previously mentioned it could just be the plugs.
OK even if he rebuilt the carbs gas only takes 60 days to start to varnish. Remove the tank. remove top of airbox and filter. Spray starter fluid into carbs then crank over. See if it fires and if it does your carbs need cleaning.

OK are you 100% sure that you have spark? If not take one of the spark plug wires off and put a plug in it. Lay it with the threads touching metal to ground it and turn over the bike. You should see a spark.
