Default throttle sensor?

what does the throttle sensor do exactly/my 1996 f3 is really easy to flood when its cold,was wondering if this cold be the problem.thanks

Most Hondas in my experience don't like to be given throttle when starting, or they can flood.
My own bike will flood if I use any throttle at all on starting, so I just use the choke and no throttle.
Perhaps idling it for a minute or so would improve things.

Is this a long standing problem or something that has recently become a hassle ?
If so, have you had the throttle bodies off to clean them or such ?
Perhaps some "Seafoam" through the lines may help ?

My 94 will shut off if I give it any throttle right when I start it up, I need to clean the carbs out this winter...that might fix it. I'm not too worried though as I don't ride it right now, and when I start riding I will be letting it warm up for a minute or two. After which time it always runs great. Just need to let it warm up with the choke on, when the RPMs start to go up I turn them down to about half for a minute or so then I assume it's good to go.

Emissions requirements mandated by the EPA are causing engines to be set leaner and leaner every year. Don't expect a carbed engine to take off without warming them up first. Even injected engines can stumble on take off cold. The lean requiremnts are the principal reason for the additional weight of water cooling due to the additional heat produced by the leaner mixture. Water weighs roughly 8lb. to the gallon plus the extra weight of the pump, water jackets etc. The California bikes are even leaner than the 49 state models.

I thought the throttle sensor was used to tell the CDI whats happening at the carborator.
This was a first step, before electronic fuel injection. The CDI controls the fuel-pump,
and assures that the fuel presure is correct. At least that's my understanding of the way it
all works. But I'm still figuring it all out, so I'm constantly revising that understanding. ;-)

i have been theu the carbs twice.she runs fine unless the temp outside is cold.i dont touch the throttle when starting,but if i use the choke it is sure to flood.the bike was not running when i got it about 2 months ago because the fuel system top to bottom was gummed up from sitting for a few years,man,she runs great after warm up tho
