Default steering stops?

Need some info regarding the steering stops (the little tabs on the lower triple that contact the frame).

Unless I'm mistaken, the point of having these stops is to prevent the forks from hitting the frame when the bike is set on the stand. Correct? Any other purpose?

The stop pads on the frame (where the stops on the lower triple hit the frame) are pretty dinged up. I guess just have them welded up?

They also give clear routes for cable/wire runs without binding from a full-lock turn.
They also protect the tank from being dented in a fall on it's side (at what-ever speed/no speed).
