Default some kind of electrical problem

heres the situation, i have a 94 F2 that i bought that i havent really had the time to start fooling with yet. when i bought it the guy got it started up after the dead battery was replaced was it didnt idle well and obviously needed some carb cleaning etc. i pulled the gauges and front bracket off as they needed to be replaced.

i sprayed some starting fluid into the air filter in hopes of hearing it run again to show a friend. when i hooked the battery back up it wouldnt even turn over and there was no light coming from the headlight or anything. i thought it was a blown fuse so i checked the fuse box and they were all fine. i looked in the service manual and it looked like there was some kind of master fuse or something right in front of the battery box. i havent messed with this yet but could that be the problem? if not what else should i check? i'd like to at least get the the point where the engine is turning over before i do a full carb clean. thanks for your help

how long was the bike sitting for it could just be dead from sitting charge it up if u can

battery was fully charged, not sure what happened
