NOT fuel pump issue?

Fuel pump engages when key turned to ON, then stops, and engages again when releasing the starter ****. Video:
But, when the engine starts, the pump starts magically working...
I connected the pump straight to battery, works no issues. So I assume it is not a pump problem? [Unless it should work like this only, prime for a second only when key ON?]
