What is the best way to put on new grips?

Razor knife the old ones off. Clean clip-on of residule glue, etc with cleaning solvent of your liking. Spay aerosol firm hold hair spay in side grip and twist on - allow drying, sans riding. You could also use RVT silicone instead of hair spray. You think I'm kidding about the hair spray - wrong. It holds and it's inexspensive, esp. if you/your wife-girlfriend/your mother already has a can of the stuff lying about [8D].
Honestly, I've appied new grips this way for many, many years with no ill effects.

hair spray is all i have ever used. holds very goosd

Solvents: gas, WD-40, white gas, etc.

Wipe clean. Remove any residue with H2O. Allow to dry.
