Okay I picked up a 91 f2 with a f3 fairings conversion and a f3 motor swap, bought the bike not running was told it's the starter I tried to pull out the starter and it wouldn't come out, I pulled off the stator cover and found that the aluminum things that hold the gear next to the starter broke, on both sides cover and block!! Would welding the block side be okay? I'm buying a stator cover.

Im not really sure what your talking about. Post up some pics like you said and maybe someone can be a little more helpful.
But, is can be a very difficult thing to weld aluminum that has had oil soaked into it. Its very hard to get a good clean weld since the aluminum is actually very porous.
If its not a structural, or high tolerance location point, it can probably be welded. But if it needs to accurate or structural, it may not be. once we see pictures, someone will be able to give good advice.
Beyond that, it never hurts to call your local welder company and tell them what you have. Any decent welder will be able to give the truth as to wether or not its weldable.

If you're talking about the starter gear shaft I would say thats a no go.
