Holes in Exhaust

Holes in Exhaust
So I got a nice suprise when I picked up my bike a week ago. The previous owner put a few holes in the exhaust to make it louder. Well, yea, I guess its louder, not my particular taste. I also noticed a heavy gas smell, it carries on me for several hours. I have a grand plan of future mods, but I'd like to learn on a stock bike (my first). I'm looking for a cheap fix, that'll last 5k-10k miles.
Tape:

I didn't even consider this at first, but now that I've done a bit of investigation it seems like the way to go. Will it hold? Any other suggestions on where to get better tape?
Simple Weld:
I could bring it to a shop and have someone simply close up the holes. I'm guessing this will be between $50-$100 bux for labor.
Slip On or Full Exhaust replacement:
Would definately do the trick, but I'm not wanting to spend this kind of money, $150-$500
