Default High RPM on downshift

1996 CBR 1000f. Had carbs and a lot of other things cleaned. Bike runs normal when going through the gears, but when I start to down shift it gets stuck revving at like 4-5k RPM's. I try revving to a higher RPM in neutral no luck. Seems to go back to normal when riding. Carb or vacuum issue? Or bad throttle cable. Had not been ridden for over three years when I got it back on the road!

Is the choke working properly? I mean do you see difference in revs when you turn it off?

It is all the way off so I am guessing so. Plus if choke stuck would I not rev high all the time?

When you are in gear the revs can go down when you are slowing down. Worth checking if something happens when you open the choke, if not it could just be the cable stuck somewhere.

I will check it. Also thinking cable should be replaced anyway. it is a 22 year old cable.
