Default fair price for welding?

I know this will be subjective to a lot of factors, but I got a quote from a local chopper builder to do some work on my bike. What I want done: Cutting off the subframe from my F2. Weld in mounting brackets for my F4i subframe, and modify my Corbin seat to mount properly to the F2 tank. Also, he's going to modify my stock passenger pegs to fit the F4i sub. Everything will be pressure tested, etc...
Price he wants: $650. I don't know much about fabrication, so does this sound like a fair price? I don't really have anything to compare it to since he's the only guy that would even take a look at what I wanted done.

My lord, how many hours does he plan on working on this? $650 should be at least a whole day's worth of work.
