Angry Clutch help please!

for the love of god what am i doing wrong. I installed all new parts basically a whole new clutch and springs. my question is the bearing/spring bolts. crank em all the way you get no clutch pressure. leave em loose you cant get the pin in. anybody have a procedure for re-installing the clutch? I searched but got very very vague answers about the 98 F3 specifically. needs to be F3 the pics i found were 600RR

normally im pretty savvy with this stuff so this is really annoying me.

what exactly am i trying to keep tight? i was able to get the bolts on one at a time then walk them in slowly with a wrench. nothing stripped nothing damaged. my question is the only way the pin moves freely is to tighten them all the way. which then. coincidentally, compresses the springs fully and leaves me with no clutch. i have the manual and its not too clear about all this.
