Default CBR600 F1 front wheel issue

Recently got an '89 Hurricane for vintage racing. Upon inspection the forks seemed to have a lot of stiction so when I pulled the front wheel off I noticed that the width of the wheel hub + spacer + speedo gear drive is wider than the width of the bottom of the fork by about 5mm, splaying the forks and binding the axle (yikes!). The forks are otherwise straight.

I have spare F1 forks/triple clamps and the same problem exists. The spacers appear to be OEM so I'm wondering is there some trick I'm missing here as it doesn't apppear that the spacers can go in any further. Did they perhaps change the width of these from 87/88 to 89 and maybe I have a different set?

Any help or experience with this would help greatly.
