Default Cbr250r MC19 spark issues

Hi,

I managed to pick up a mc19 cbr250r with about 9000kms on it that was pulled apart to install LED lights and was never put back together. The problem that I am running into is that bike refuses to start. I believe that is what is causing the problem seems to be a **** weak spark. I know that it isn't the fuel related as the carbies have been properly cleaned them and fully rebuilt and all diaphragms checked.

Currently I am at a loss since the weak spark is occurring across all the cylinders. I have done continuity tests on the leads, coils and pulse generator and everything is in spec. Now I believe the component that might be giving me trouble is the fuel cut relay. The fuel cut relay has 4 pins, 1 for power, 1 for the fuel pump and the other 2 run to ignition coils. What I don't understand is why does a fuel cut relay need to cut or deliver any power to the coils? Also I am under the impression that the fuel pump should start priming as soon as you turn the key? However another person helping me with it reckons that the fuel cut relay detects the electric pulses from the pulse generator and then will deliver power to the pump. But we both cannot work out why you need the ignition coil wires to run from the relay. Also any further recommendations for what is causing this spark plug problem would be appreciated.

Also I will mention that I have been through the entire wiring diagram and as far as I can tell, all earths are connected and have good connection.
