CB 1000 Thottle Issue
Ok I brought the bike for my husband in January and live in WI so no test drive BIG mistake. I was told the bike had all this work done to it and was in tip top shape. Ha and the owner of the shope is like sorry but it was a used bike. 
So here is the issue My husband just took it out and was reving it up and when he hit 7000 rpm it was like hitting a rev limiter it cut out. We check the gas tank vents, carbs and choke but that was all fine even switched out ignition boxs from our 96 CBR1000 and no difference still hit a wall at 7000rpms. Any help would be wonderful.

So, it's seeming like it's an electrical cut out ? Like you say, a rev limiter, where it's immediate when it hits 7000 RPM ? Or does it seem to go flat like it ran out of energy ?
Do you know any history on the bike at all ? What do you know about the bike ? Mileage, general condition, that type of thing.

It is immediate and runs out of energy will not accelerate
I do not know the history of the bike when I got it I was told it had all gone thru a total tune up and the bike seems to be in good shape the carbs are clean as we took a look at them the only thing we found was a seal that had a gap in it so we are putting in a new piston vacuum in. It has about 25,000 miles on it and has aftermarket exhaust on it. Tank is clean and drained the old fuel out made no difference. Changed the ignition modal no difference. Put new plugs in and checked the choke to make sure it was not sticking.

It sounds to me like the slides on the carburetors aren't opening properly. Take the tops off of each of the carburetors and make sure that the diaphragm is properly seated all the way around. Sometimes I'll use a small amount of vasoline to help hold it in place and make a better seal. Don't pay any attention to the arrows, there were for another discussion. Take all of them off and compare the large springs on top as well. This photo is from an F3, but you get the idea.
Any luck with this problem? I have a 94 and same thing happend to me. Bought it without a test ride. I have tried shimming the needle more with no change. I'm thinking it may be jets but would like to know if someone else has figured it out.
