If I didn't know better, those carbs are for an F3. I know what's going on, your old carbs are for 49 state versions and the new carbs are for California models. Cali models have extra emission crap and those four hoses went into some collection chamber (something like that) back by the fuel pump. I've attached a couple pics to point out what I am talkin about.

I don't see why blocking them off would cause problems but I really don't know. In regards to buys the additional stuff... you won't want to do that. I recomend blocking them off and seeing how that works. If it doesn't work, you might want to consider going back to the original set. What was wrong with the original carbs?

i talked to a guy at a local bike repair shop, he said what i should do, is take the connectors off the carbs, and solder the holes closed, and it will be fine. but plugging them off should be okay

Good to hear. I've seen some good prices on eBay for Cali type carbs and wondered if plugging them off would modify them as if the carbs were a 49 state type.
