Vacum hose is pinched, or fuel return line.

if the lines arent pinched, could be old, bad gas and they fouled the plugs. try draining the tank and adding some new fuel and check/ clean up, or replace the plugs again.

does it crank slow? Maybe a dead battery. If you are getting fuel and spark then you should be getting a running bike. Any diffwerence if you give it gas while cranking? Well hope you get it figured out buddy.
