you dont need to restrict it, just take it easy and be friendly to the throttle and your good to go.

Thissounds like UK law. A bike licence can be obtained in a few different ways, with different conditions.
If you are under 21, you can take a teston a 125cc bike (14.6bhp) and once passed you are restricted to 33bhp, regardless of engine size for 2 years, after which you can ride any bike with any bhp. The restriction is gone.
If over 21, you can do the above, or do the test on a bike of 500cc (46bhp) and once completed ride anything.
Or, you can do a 'Light motorcycle test', that is, do it on a 125 and it is only valid for 125s. I dont know who the hell would do that test! (might as well do the first).
There are plans to complicate the test further, making it possible to fly a jumbo jet with 300 people on sooner than you can ride a cbr...
Anyway, yes you can get kits for the 400's, but they are very rare. I believe the vfr400 kit may be easier to get, but have no idea where to get them at present. Time to phone around.
I made a kit once for a vf400, by measuring the inlets and using a known bhp, working out a percentage to make washers that fitted between the carbs and the head. A lot a buggering about, but it worked.
