Default Adjusting rear shock

I used my spanner wrench to tighten my rear shock....stupid honda puts the numbers 1-7 on there, but no correlating mark to see where it's set...lol. Anyway, I end up loosening it all the way, now I cant get it to tighten even one notch....how the hell it's locked into place I dont know....nobody at my honda shop knows how to fix this...I cant believe that one...it's not even in the goddamn service manual....do you have to ease the pressure on the shock first?
Please help

It's not stuck, just a royal pain to adjust. There are marks on each side of it, left and right, right under the ring that spins to adjust. The indicators are almost like a small rectangular pieces of steel that's welded onto the body. What I had to do was to slip a pipe over the end of the spanner to get more leverage. It's a bear to adjust, just keep at it and becareful that the spanner doesn't slip off.

It would be way easier too, if you can find a way to get the weight of the bike off the rear tire. Even just getting a couple guys to help hold it up helps, and some lube on the step ring.
