Not to worry, it doesn't go anywhere. That's the overflow/drain tube. It's used for if you over fill your tank, or spill gas near the gas cap. It just goes straight down.

There are 3 connections on the tank.
The one off of the petcock (valve) goes thru the fuel-filter and then to the fuel pump.
Then there are 2 others nibs, on the bottom of the tank, grouped together,
one about twice as big as the other.
The larger is the fuel-over-flow (from the gutter around the fuel-cap).
The smaller is a tank vent.
Both of these are connected to hoses that go-straight through the frame, to the ground.
There is no 'other-end' connection to these hoses.
The larger of the two (the fuel over-flow) may have a plug/cap on the end.
This allows you to collect and safely discard the over-flow that has accumulated
in the line. Often this plug/cap has been discarded/lost. If it's there, you should
remove it occasionally to drain the line.
If you're a real 'tree-hugger', you might substitute something for that cap,
to avoid the over-flow being deposited on the road (if it is missing).
